emerges overall is a clear picture of face-to-

instruction which is heavily Cantonese-

dependent
and Cantonese-supported. . . . In

be able to gain access in Cantonese to

whatever
information they need to know. Such

can be provided either directly through the

Cantonese-speaking
staff or indirectly through
