In his 2000 Annual Policy Address, the Chief Executive
observes that the Government is planning to double the current
enrollments in Hong Kong’s Universities within ten years to
allow sixty per cent of the secondary school graduates to
receive tertiary education locally.
Pertaining to the issue of medium of instruction, if many of the
top thirty percent of the current secondary school graduates
cannot survive the English curriculum without Chinese support,
what would make the sixty percent of secondary school
graduates of the future to be in a better position to cope with an
English university curriculum?
What is more, seventy per cent of the secondary school students
nowadays are already studying with a Chinese curriculum.
