Summer 2013 Fellow: Claire Zabel

Office Description:

The Office of Planning and Research (OPR) assists the Governor and the Administration in planning, research, policy development, and legislative analysis. OPR formulates long-range state goals and policies to address land use, climate change, population growth and distribution, urban expansion, infrastructure development, and resource protection. OPR acts as the state’s liaison to a variety of entities including but not limited to local government, planning professionals and the military. OPR houses the Advisor on Military Affairs and supports the Strategic Growth Council (SGC). OPR runs the State Clearinghouse which coordinates and provides technical assistance on the California Environmental Quality Act (CEQA). OPR also develops the CEQA Guidelines, the General Plan Guidelines and the Governor’ Environmental Goals and Policy Report (EGPR). OPR is currently working on several projects related to renewable energy development, energy efficiency, zero emission vehicles, climate change mitigation and adaptation, military land use compatibility, water supply and quality and environmental justice.

Fellowship Projects

  • High level policy development, research and writing
  • Assist in the development and outreach for the Governor’s Environmental Goals and Policy Report
  • Assist in development of renewable energy/energy efficiency/zero emission vehicle policy, permit streamlining and technical advisory development
  • Help develop an Americorps Governor’s Initiative to assist local governments with climate change, transportation and energy needs
  • Help write and provide outreach for the update to the General Plan Guidelines
  • Help with writing and outreach for the update of the CEQA Guidelines
  • Assist the Rural Affairs Advisor on water, sustainability, environmental justice and other issues important to rural communities in California
  • Assist the Governor’s Advisor on Military Affairs on a variety of issues related to the mission of the military in California
  • Development of Technical Advisories related to CEQA, land use, GHG reduction, and sustainable communities
  • Review and distribution of CEQA documents
  • Research and analysis of Climate Action Plans, GHG reduction strategies and adaptation measures
  • Review and input on state agency grant applications
  • Working on statutory and executive order responsibilities of OPR including but not limited to CEQA lead agency disputes, general plan extensions, military affairs, tribal consultation, intergovernmental coordination, legislative review and policy development
