The problem is not only the huge increase is residential discards, but in what those discards are: YARD WASTES, that might otherwise have been composted; OLD TEXTILES, that might otherwise have been sold or given to re-use stores or given to friends, relatives or charities; HOUSEHOLD HAZARDOUS WASTES, that might otherwise have been dropped off at appropriate collection centers; RECYCLABLES -- like newspapers, glass bottles, steel and even aluminum cans -- that might otherwise have been recycled! These are the very items that shouldn't be thrown away! But when households have huge garbage bins to fill . . .
