The South Carolina Rural Rehabilitation Network has speech-enabled its
website with a free plug-in from SpeaksForItself. Although this is a
"work-in-progress", it has a potential for accommodating persons with vision
impairment.

Speaksforitself has tools to refine the speech, including different voices,
speaking speed adjustment, etc. It has advantages over other aural
approaches, such as streamed audio, in that the sites load fast because it
uses text strings rather than sound files.
