Transition DHCP service from ISC DHCPd to Kea

Our DHCP service has run on ISC DHCPd since its inception, but ISC has ceased development
of DHCPd in favor of its replacement, Kea. At some point we will have to retire DHCPd, and
  replace it with something else.

DHCP is neither a glamorous nor lucrative business; there are very few DHCP server projects.
In fact, most organizations seem to be using ISC DHCPd, Kea, Windows DHCP, or an appliance
like Infoblox or BlueCat (which use ISC DHCPd or Kea under the hood). The Windows DHCP server
is limited and cannot support our needs. The only remaining choice is Kea.
