In §4.4, the authors state that packet transmission is often done at a lower priority than packet reception. Furthermore, they claim that this leads to transmit starvation. Based on this, answer the following questions:
Why do you think that packet transmission is often done at a lower priority than packet reception?
Would transmit starvation still occur if packet transmission was done at a higher priority than packet reception? Explain.
