Dr. Sergey V. Kortunov graduated from the Moscow Institute of
International Relations of the Ministry of Foreign Affairs in 1978. He completed the
post-graduate course at the Institute, receiving his Ph.D. in 1982. He began working at
the Ministry of Foreign Affairs in 1982, serving in the International Organizations
Department, responsible for multilateral and bilateral arms control and disarmament. He
participated in a number of Russian delegations to the UN General Assembly, and had a role
in negotiating the INF, START I, CFE, CWC, and other agreements. He was responsible for
the implementation and was involved in preparing the START II agreement.
In 1993, he joined the office of the Assistant to the President of the Russian
Federation on National Security Affairs and in 1996 was promoted to the position of Deputy
Chief of Staff of the Council of Defense of Russia (which is a part of the Staff of the
President of the Russian Federation) and the Head of Strategic Assessments and
International Policy Department of the Council of Defense. His portfolio includes
international security matters, arms control and disarmament, strategic foreign policy
planning, the new Russian military doctrine, and the national security concept.
