In contrast to the "externally established, independent programs unconnected to school or classroom needs that have come to characterize teacher training," (p. 37) teacher learner opportunities should be

• experiential (engaging in concrete teaching tasks)
• grounded in inquiry, reflection, and experimentation
• collaborative and interactional
• derived from teachers' work with students
• connected to other aspects of school change and improvement
