The Internet's emergence challenged traditional telecommunication policy approaches, and the Telecommunications Act of 1996 can be seen as a response to this challenge. In particular, the Internet forced a rethinking of policy approaches in the following areas: (1) antitrust and competition policy, (2) common carriage, (3) interconnection, and (4) universal service. Choose two of these four areas, and analyze the nature of the Internet's challenges. In these two cases, assess the extent to which the '96 Act addressed the challenges. If you believe the Act dealt with them effectively, explain why. If you believe it didn't constitute an adequate response, explain how it fell short
