"Education Week" on the web offers a detailed report on bilingual education teaching methods.  This site describes various methods such as dual immersion, transitional, maintenance, and others.  The original objective of bilingual education was to ensure that students would not fall behind academically because of poor command of English, and to gradually teach them English as a second language.  However, there are many approaches to making this happen.
